The scope of the project is to apply, test and evaluate a new method and new tools (GISbase?) for developing geographic information systems (GIS).
In the application experiment a formal process was carried out to rapidly get the required skills for carrying out the baseline project successfully using GISbase? methods and tools. The baseline project (refered to as 'GIS project') of the GISBASE application experiment is an operative planning and management system for public administration utilising geographic and graphic information in a high degree. It is a distributed client/server system.
